The WestEd Center for Prevention and Early Intervention is a nationally recognized nonprofit research and development agency aimed at improving educational outcomes for children, youth and adults. Between 2010 and 2012, the Department of Education contracted with WestEd to study Hawaii’s special education delivery system and make recommendations for improvement. SEAC agreed with the initial findings and recommendations contained in the 2011 report, as well as WestEd’s suggestions for redesigning the system contained in the 2012 report, and has urged the Department over a number of years to implement these needed reforms.
